HelpAge and KNCHR would like to contract a researcher to help in consolidating evidence on rights and protraction of older women in Kilifi District in Kenya.
The data and information collected through the research and the subsequent programme development work to follow, will inform HelpAge’s and KNCHR’s evidence base for advocacy on inclusive legislation and policy that guarantees the rights and protection of older women from discrimination and all forms of abuse.
The research and the subsequent programme to follow, will build on the regional rights work that HelpAge International (EWCADRC) has been implementing and provide a good base of data and evidence that will inform programme and policy work on rights and age based discrimination, exclusion and abuse.
Consultancy Objectives and Scope of Work
The specific objective of the consultancy includes;
• A comprehensive research report on age and gender based violence against older men and women with special focus on victimization due to witchcraft accusations in Kilifi District
• Recommendations for outcomes and activities for an intervention programme to redress the problem
• The consultant will be expected to give specific policy recommendations to be taken forward by the KNCHR
• The consultant will also be required to provide:
• An empirical gender and age disaggregated data that will form as a baseline information on the population and geographic area of the population affected by the problem
• An analysis of the extent, scope, intensity, frequency, causes and effects of the problem
• A review of policies and legislations in place to provide protection and prevention to victims
• Identify institutions that are involved in addressing the problem with emphasis to government, non-government, Faith Based Organizations, Human Rights Groups, Law enforcement authorities, women groups, etc.
• Assess the types of interventions currently being implemented by the identified institutions
• Identify community based responses to the problem
• Identify potential perpetrators and duty bearers to target for intervention
• Triangulate data from previous studies undertaken in the country with regard to the issue in Kenya
• Identify community based structures that respond to the problem, are willing to facilitate the proposition of an intervention and be involved in the implementation of the programme
• Provide recommendations on a possible gender sensitive response programme and approaches
• Aims and Objectives of the research
The research analysis and recommendations will form the basis on which a framework of programme addressing the impact of age based violence and discrimination on older women in Kilifi.
Timeframe: The consultancy is expected to last not more than 20 days.
Education and Experience:
• Postgraduate with extensive experience in human rights and/or development research in Africa
• Strong knowledge on rights based approaches to programming
