PSI/Kenya now invites Expressions of Interest (EOI) from manufacturing / distribution firms for shortlisting to perform the aforementioned assignment.

Firms may associate or form partnerships to enhance qualifications.

The EOI should demonstrate a sound understanding of manufacturing, marketing and distribution of a FMCG, as well as the ability, skills and experience to undertake the assignment and deliver quality output. Partnerships with

PSI/Kenya will be supported through pricing, volume, coverage, and other performance indicator targets.

The Firm selected will leverage margins from the sale of product to sustainably support the brand – no direct subsidy will be provided by PSI/Kenya.

Interested firms having relevant experience should submit their EOIs in duplicate, along with the following information stating the background of their organizations and details of their experience in the assignment.

Minimum requirements:

• At least three years experience in brand management
• Demonstrate adequate availability of your current product portfolio in deep rural areas or potential thereof
• Demonstrate possession of adequate resources to achieve the sales and distribution objectives
• Certificate of registration of the firm as a legal entity
• Documents to support Joint Venture/Association, if any
• Current Tax Compliance certificate

UNODC assistance to Police reforms falls in line with its mandated activities which include upgrading crime prevention and criminal justice systems as well as promoting the Rule of Law.

UNODC as the custodian of United Nations standards and norms in crime prevention and criminal justice holds a mandate to support Member States in building fair and effective criminal justice systems and developing crime prevention programmes.

In November 2011, Parliament enacted the IPOA Act to provide for civilian oversight over the work of the Police in Kenya.

The Act stipulates the mandate of the Authority, which includes investigating all deaths and serious injuries caused by a member of the National Police Service (NPS) on duty or as a result of police action IPOA seeks to develop a Strategic Plan (2014-2018).

Having a viable strategic  direction is critically important both to reach consensus on the way forward on the key programme elements and priorities, and to provide a credible basis for sustained reforms.

Purpose of the assignment

The purpose of the assignment is to support IPOAin developing a Strategic Plan (2014-2018) and the Annual Work Plan (2014-2015) to operationalize the mandate of IPOA and to support the transformation ofthe NPSinto an effective, efficient and trusted security agency for Kenyans.

Expected tangible and measurable output(s):

• A comprehensive assessment report with clear recommendations for the development and outlines for the implementation of the Strategic Plan (2014-2018) and an Annual Work Plan (2014-2015),;
• A finalized and validated Strategic Plan (2014-2018) and an Annual Work Plan (2014-2015), including an implementation plan, with a specific focus on Anti-Corruption, Gender and Human Rights mainstreaming issues, developed in consultation with all relevant national and international stakeholders.
• Duration: 4 months

Qualifications/expertise sought:

• An advanced University Degree in Social Sciences, Police Studies, Law and/or such other relevant field;
• At least ten (10) years professional experience working with and/or providing technical assistance to governmental and/or international organizations on strategic planning in the police sector;
• At least 10 years’ experience in authoring scholarly papers and publishing in the relevant field of study;
• A thorough understanding of the area on police reforms in Kenya, through legislation, institutional set-up, administrative action and policy documents is a must;
• Previous experiences drafting strategic plans to security sector is a distinctive advantage;
• Excellent interpersonal and negotiation skills and ability to liaise and communicate effectively;
• Excellent English written and oral communication skills.

Who we are

Oxfam Great Britain (OGB) has worked in South Central Somalia for over 20 years and is engaged in humanitarian and development programs that focus on water, sanitation & hygiene and livelihood with the main aim of poverty eradication.

The situation in Somalia makes humanitarian access to conflict affected communities difficult, which impacts on capacity to properly monitor the delivery and impact of aid.

As a result Oxfam has completed a successive pilot project using mobile phone based platform(mLink) to undertake public health promotion and distribute Non Food Items (NFIs) using SMS based vouchers (mVouchers) in Somalia.

Recently, Oxfam has received funding to implement a Polio campaign project and NFI distributions using the mLink platform. In order to meet the increased demand Oxfam plans to add and upgrade a number of functionalities on the mLink platform.

Purpose of the consultancy

The consultancy involves development and testing of the following functionalities:

Upgrade of the mVoucher redemption process – currently mVoucher redemption process is undertaken through interactive process that involves exchange of SMSs between
beneficiaries and the vendor.

Oxfam wants to upgrade this functionality into an agency model – where each trader will be assigned a unique agency code.

Beneficiaries shall just require to key in an agency code and send via sms to a specified short code and the platform performs the mVoucher redemption and sends one confirmation SMS to both the trader and the beneficiary.

Add analytical algorithmic functionality that allows users to feed in criteria, perform discrete analysis from the data on the database & execute a forward commands

Overall make improvements on the sequencing/flow of events & commands on the platform to make it more intuitive and friendlier to the user

Support deployment of the above functionalities for at least three months – and correct all bugs and other operation issues that may arise during deployment.

What we are looking for

• A consultant/firm with the following competencies and qualifications:
• University qualification in IT with specialization in software development,
• has demonstrated experience developing SMS based and other mobile phone based public health applications – this includes proof of at least one successful application working in the field,
• demonstrated experience working with SMS gateways APIs (Application Programming Interfaces),

Responsibilities:

• Maintenance and management of the MLN Screening Facility’s physical assets (both fixed and movable), including lab-cum-office complex, fencing, greenhouses / screenhouses, borehole, irrigation and drainage system, and equipment to ensure proper functionality, safety and security.
• Effectively maintain the quarantine status of the MLN Screening Facility and ensure that all staff and labourers strictly adhere to established protocol.
• Oversee any future developments at the Facility.
• Manage the technical and general labour force working in the Facility, including lab, office, screenhouses and field.
• Assist the scientists in the design and execution of work related to generation of artificial inoculum, and other relevant experiments in the MLN Greenhouses and the Research Farm.
• Ensure proper management of trials (field / screenhouse) in the Facility.
• Actively assist in collection, curation and management of data from the field, greenhouse and laboratory experiments.
• Implementation and strict compliance of Operational Health, Safety & Environmental policies, and adherence to CIMMYT code of ethics and core values.

Essential Qualifications:

• A Master’s degree in Plant Breeding/Plant Pathology or related field or its equivalent.
• At least five years’ experience in farm management in a government or private sector farm
• Demonstrated experience in managing lab or field facilities will be an advantage.
• Strong experience in a field crop research program
• Experience in the use of appropriate software for data and pedigree management
• Experience in working on maize, especially for breeding for biotic stress resistance, will be an advantage.
• Practical experience in working with field experimental design and layout.

The Position

The incumbent will work under the supervision of the MLN Project Leader, to provide technical support to the MLN Facility Manager, MLN Project Leader and scientists undertaking research experiments at the MLN Screening Facility, and to strongly support the MLN Screening facility Manager in implementing day-to-day operations of the MLN Screening Facility located at the KARI-Naivasha Research Centre.

Responsibilities:

• Effectively implement MLN screening activities, including seed preparation, planting, agronomic management and data recording on the field trials (under artificial inoculation).
• Assist in effective management of seed material (for MLN disease screening) received from CIMMYT and its partners/collaborators.
• Manage seed storage, including labelling and seed inventories.
• Assist in planting of relevant materials, generation of adequate inocula in the screenhouses, and conducting trials under artificial inoculation.
• Support sampling of maize plant parts, particularly leaves, for molecular research as well as their labelling, safe handling, storage and transport.
• Prepare electronic field books for trials in the screenhouses and field.
• Collect data on the trials and support in data management, curation and analysis.
• Assist in supervision of personnel (including field assistants, skilled and casual labour).
• Along with MLN Facility Manager, ensure implementation and strict compliance of Operational Safety, Health and Environmental policies, and adherence to CIMMYT code of ethics and core values.
• Any other duties as assigned by the Manager - MLN Screening Facility, MLN Project Leader or by the Director, CIMMYT Global Maize Program.

Essential Qualifications
• Bachelor’s degree in Agriculture/Agronomy
• Demonstrated experience in a field or horticultural crop research program, in a laboratory greenhouse or field, in a public or private sector institution.
• Demonstrated experience of supporting effective management of greenhouses and/or research farm will be an advantage.

• Ensure proper record keeping in line with the means of verification of the logical frame work in the project document.
• Assist the Project Manager in the preparation of quarterly / annual activity and financial reports
• Other duties as may be required within the scope of the project.

Qualifications & Experience:

• Minimum of Diploma qualification in social sciences preferably in the following fields’ Community Development, Public Health, Agriculture, Environmental Sciences and Water Supply Technology from reputable institutions.
• At least 1 year experience working with grass root communities.
• Experience in community WASH projects will be an added advantage.
• Ability to organize and facilitate training to both adults and children using the participatory methodologies.
• Willingness/ability to ride a motor cycle
• Good knowledge of rain water harvesting technologies, VIP latrines and other rural water supply solutions.
• Fluent written and verbal English and Kiswahili language skills.

Knowledge, Abilities, and Experience:

• Experienced development professional with a bachelor’s degree in statistics, epidemiology, or related discipline;
• At least five years of experience monitoring and evaluating water and sanitation programmes within schools and community setting;
• Knowledge of and experience with M&E methods and approaches (including quantitative, qualitative, and participatory);
• Experience developing and implementing M&E systems; facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders;
• An understanding of the Community Led Total Sanitation approach
• Skills in information analysis (computer literate) and report writing;
• Experience using statistical software packages such as SPSS, EPI Info and others.
• Commitment to The Salvation Army’s mission and willingness to work in close collaboration with other faith-based and non-faith based community organizations.
