In order to ensure that KEBS delivers on its mandate, we now seek to recruit a high caliber, results oriented and self driven professional who will provide leadership and strategic direction in the capacity of Managing Director.

The Role

• Reporting to the National Standards Council, The Managing Director will bear the ultimate responsibility of safeguarding the reputation of Kenya’s products and services as well as the quality of imports brought into the country.

• S/he will be responsible for directing and managing KEBS projects, activities, staff and resources in order to deliver the organization’s strategic plan and to meet the country’s standardization and the National Quality Infrastructure.

• S/he will foster a culture of quality and performance that promotes standards of ethical practices, good corporate citizenship as well as health.

• S/he will also inculcate a result-based management culture to improve performance and accountability of staff and senior management in the organization.

Personal Profile

• Must be a Kenyan citizen with high Ethical standards, integrity and professionalism and should meet chapter six (6) of the Kenyan Constitution.
• The ideal candidate must be a holder of Bachelor degree from a recognized university in the fields of Management, Social Sciences, Business or Public Administration, Engineering or other related fields. A master’s degree of any of the above fields will be an added advantage.
• A minimum of 10 years professional experience in a senior role in a multi faceted organization.
• Must be visionary, transformative and with a global perspective
• Must have proven excellent leadership skills in strategy formulation and execution
• Should have experience and capacity to mobilize resources for project implementation
• Must demonstrate knowledge in negotiations, influencing skills and industry knowledge
• Clear knowledge of vision 2030 and ability to align the same to the organization’s mission and vision
• Should be knowledgeable on Kenyan Legal and regulatory framework.

Job Specification

• A Bachelors Degree in Commerce, Accounting, Finance, Business Administration or related field..
• A Post graduate degree in a Business related Course shall be an added advantage
• CPA (K) or its acceptable equivalent and either CISA or CFE or CIA Certification.
• Membership of ICPAK and Institute of Internal Auditors.
• A minimum of 12 years’ working experience, 10 of which must be post first degree graduation and 5 years at Senior Management position in auditing and or finance.
• Experience in Enterprise Risk Management.
• Knowledge of Internal Audit Standards, Code of Ethics and other best Practice Auditing and Accounting Standards.
• Working ICT knowledge in accounting systems with proficiency in CAATs
• Strong Financial Management orientation.
• Strong leadership and people management skills, a good communicator with good planning and organizing skills and ability to exercise sound judgment.
• Working ICT knowledge in accounting systems with proficiency in CAATs
• Must be a team player with good interpersonal and communication skills.

• Advise Licensing of Air Services Committee of the Board of Directors on grant of air service licenses and coordinate and ensure compliance with conditions and requirements provided in the air service license, including matters related to bilateral or multilateral air service agreements.
• Maintain records of proceedings/notes of evidence in relation to appeals tribunal
• Review inspection guidance material, manuals and procedures and develop qualifications for ATO credentials.
• Oversee coordination of Air transport field inspections, operations, surveillance, Air transport Data Analysis, economic licensing and enforcement activities in all airports to ensure compliance with standards, regulations and best practices
• Approve aircraft lease agreement, airline commercial arrangements, ad-hoc air carrier permits, operating authorisation for international scheduled air carriers and co-ordinate with MOT, or where necessary military and diplomatic clearances.
• Advise and guide management and the Industry on the interpretation and application of relevant laws and conventions.
• Prepare and implement the Directorate’s operational plan and budget to achieve targets in line with the KCAA strategic plan.
• Conduct regular performance reviews of staff in the Directorate to determine training and development needs and ensure that the highest standards of performance and conduct are being adhered to.
• Work with the legal services to propose / draft appropriate legislation and regulations/Amendments.
• Work closely with other departments as necessary to meet the corporate objectives.
• Perform any other official duties as may be assigned by the Director, AASR.

Qualifications
• A Bachelors Degree in a related field from a recognized University;
• A master’s degree in Aviation or relevant Social Sciences Discipline or Physical science discipline would be an added advantage;
• A diploma in Air Transport Management, Air Transport Economics or a related field would be an added advantage;
• Training in management or leadership;
• Certificate in Air and Space Law would be an added advantage;
• Proven experience in Financial Accountability and people management;

Job Role: To implement and monitor the processes that ensures understanding, alignment and commitment to the Strategic Plan and the Performance management.

Responsibilities
• Coordinate the processes leading to the development, review and approval of KCAA’s Strategic Plan;
• Drive the performance contracting process between the Board and the Government, the Director General and the Board, the Business Units Directors and the Director General to ensure alignment of activities and decisions with the Strategic Plan;
• Participate in, and monitor the performance evaluation of the Board and the DG;
• Advise the DG and functional managers on the development /amendment of policies and plans as required in accordance with the Strategic Plan
• Integrate various project implementations from various business units and operations to ensure coherence with strategy;
• Advise and propose systems/process improvements to service delivery;
• Evaluate and monitors projects in order to ensure the intended objectives are being achieved;
• Align corporate strategy with sector goals and national priorities;
• Develop the Corporate planning team to ensure medium/long term capability;
• Coordinate the ISO/quality management activities in the Authority

Qualifications

• The successful candidates must possess the following qualifications:
• A Bachelor’s degree in Economics/Statistics and/ or Planning
• A postgraduate Diploma in Project Management, Safety, Economics or Statistics;
• A Master’s degree in economics or a related social sciences (such as Business Administration or Finance) from a recognized university
• At least five (5) years relevant experience at senior level in a related field

Job Purpose: To plan and direct all aviation security oversight activities

Responsibilities
• Provide advice to the Director of Air Navigation Services on all matters pertaining to Air Navigation Operations;
• Maintain close supervision of Air Navigation Services facility management to ensure that the required level of service is provided;
• Conduct continuous quality and performance monitoring of services provided;
• Inspect Air Navigation Services facility management to ensure that the required level of service is provided;
• Inspect Air Navigation Services Units and facilities on a regular basis as agreed with the Director, Air Navigation Services;

• Staffing levels and training; resource requirements; equipment availability

Qualifications

• The successful candidates must possess the following qualifications:
• A Bachelors Degree in a related field
• Advanced professional qualification in Communication Navigation Surveillance (CNS) or Air Traffic Control (ATC) or Aeronautical Information Services (AIS) or Aeronautical Communications Services (COM)
• A Masters Degree is an added advantage will be an added advantage

Experience
• Five (5) years field experience in Air Traffic Management, Communication,
• Navigation or Surveillance System.

Skills
• Good knowledge of ICAO Standards and Recommended Practices / Procedures.
• Proven ability and skills in management and technical experience in ATM or Engineering / communications services;
• Demonstrated high standards of professional competence and administrative ability for direction, management and control of air navigation services with proven Integrity, transparency and accountability.

Responsibilities
• Handle the process of receiving RFPs, sourcing and processing quotes and issuing Purchase Orders/contracts;
• Organise the work in the procurement office by deciding on the appropriate procurement method and monitoring progress through the Procurement Officers;
• Follow up and ensure ordered goods/works/services are delivered on the agreed dates;
• Check accuracy and completeness of Purchase Orders/Contracts;
• Liaise with users to verify budgetary guidelines and to inform them of progress in the procurement process;
• Participate in the tender evaluations (depending on value) and acts as Secretary when required;
• Liaise with user departments to ensure compliance with contracts;
• Handle investigations in cases of appeals and petitions in the tendering process.

Qualifications
• A Bachelor’s Degree in a relevant social or science field such as supplies management, Business Administration, Commerce, Economics from a recognized University; A master’s degree in the relevant field will be an added advantage;
• Professional Qualifications: Graduate Diploma (Chartered Institute of Purchasing and Supplies)
• Member of the Kenya Institute of Supplies Management

Experience
• 3 to 5 years experience in procurement

Knowledge and skills
• Knowledge of the procurement Act and regulations
• Good understanding of the various procurement needs of different functional areas and departments
• Ability to follow through procurement procedures accurately and timely
• Supervisory skills, delegating and monitoring work of subordinates
• Good communication skills to maintain good relationships with user departments
• Computer proficiency

Job Role: To review and update organization structures, manpower plans, monitoring and evaluating the recruitment and succession management process.

To identify Training Needs and implement training plans in line with business strategies.

Responsibilities
  • Initiate, plan, coordinate and oversee all staff recruitment; training; selection, placement; succession; retention and separation plans;
  • Forecast future, short and long term, staff requirement of KCAA in terms of numbers, skills and competencies in line with the company strategies and organization structures;
  • Assist line managers with the review and updating of their organization structures, position numbers, job descriptions and staffing levels;
  • Identify, Propose and implement recruitment, selection and training needs, maintains and updates skills inventory and liaises with relevant user departments to initiate the recruitment and training process;
  • Liaise with functional managers to develop and implement recruitment, training and succession plans;
  • Initiate, plan, coordinate and oversee all training and development activities such as induction programmes; seminars and workshops; industrial attachment; and exchange programmes;
  • Link the company’s training requirements and training strategies with corporate strategies;
  • Initiate post training impact assessment and advise management on the results and remedial actions;
  • Identify credible training providers / institutions to implement cost effective training programs;
  • Liaise with Corporate Planning and Quality Management to identify and consolidate training requirements to implement projects;
  • Link the training and development processes with performance management, recruitment and succession planning;
  • Contribute to staff rationalization strategies and optimum staffing plans to ensure operational efficiency;
  • Develop and maintain an integrated employee database system;
  • Perform any other official duties assigned by the Manager Human Capital.

Qualifications
  • A first degree in Human resources management or a related social sciences such as Business Administration; Organizational Development and Management, or Labour Management or Education from a recognized university
  • Higher Diploma in Human Resource Management.
  • Certificate in either curriculum development or training of trainers
  • A relevant master’s degree will be an added advantage.

Experience
  • 5 years relevant experience in HR in a comparable and reputable organization
  • General HR background will be an added advantage.

Knowledge and Skills
  • Understanding of the linkage between competencies based training and development, performance management, recruitment, selection methods and succession planning.
  • Knowledge of trends in the labour market and Labour Laws.
  • Ability to prepare recruitment, retention, training and manpower plans
  • Working knowledge of HR management information Systems
  • Proficiency in office suite and desktop publishing tools.
