Background

The Kenya Human Rights Commission (KHRC) is a premier Non-Governmental Human Rights Organization founded in 1992 and registered in Kenya as an NGO in 1994 with a mandate to entrench Human Rights and Democratic values in Society.

In 2012, the Commission evaluated its 2008-2012 Strategic Plan and developed an interim Strategic Plan for 2013 to 2017 in which it envisions: A Human Rights State and Society and outlines its mission as to: Foster human rights, democratic values, human dignity and social justice.

This mission and vision is driven by the call and new mandate of enhancing
Human Rights centered governance at all levels.

To this end, KHRC seeks the services of a consulting firm to review and redesign a performance management framework that will align the performance of thematic departments to individual staff and to the overall goals of the Commission’s Strategic Plan.

Objectives

This consultancy is aimed at achieving the following specific objectives:

1. To develop a performance management system that is results based and is integrated into the Commissions Strategic Plan and Human Resource Policy;

2. To develop a framework for linking individual performance to departmental level objectives and to the overall strategic plan;

3. Develop a performance Assessment tool that will differentiate staff performance and form a basis for the creation of a performance-based pay and rewards system; and

4. Carry out a post-implementation performance evaluation audit to evaluate the effectiveness of the performance management framework and propose relevant improvements.
