Role Purpose:

• To lead in the management of all Save the Children work in the health & nutrition sector in Wajir East.

• The incumbent will be required to ensure the implementation of emergency preparedness and response interventions while strengthening maternal and child health services.

• The post holder will also ensure that Save the Children maintains a substantive influencing strategy amongst key players in the area.

Scope of Role:

Reports to: Area Manager

Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners.

Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. Save the Children has an operational presence in Dadaab Refugee Camp, Garissa, Mandera, Meru and Wajir – with plans to expand into Bungoma and Turkana in 2014.

We work through partners in many other parts of the country. Currently, we have a staff complement of approximately 240 staff and an operating budget of approximately US$21 million this year.

Key Areas of Accountability
• Manage all aspects of the health and nutrition programme to meet programme objectives.
• Provide direct line management to health & nutrition Coordinators
• Manage all human resources within Save the Children’s work in the health & nutrition sectors through a consultative and transparent team approach.
• Ensure performance management is undertaken regularly of all staff working within the health & nutrition sectors.
• Manage all finances dedicated to the health & nutrition sectors in compliance with Save the Children and donor regulations through the development of detailed budgets, the production of monthly variance reports and monthly re-phasing.
• Prepare monthly and quarterly programme plans together with the health & nutrition teams
• Compile, analyse and document technical reports from Programme Coordinators and submit them in a timely manner.
• Ensure that the health & nutrition programmes adhere to reporting requirements of Save the Children and funding agencies.
• Liaise with government offices to present and discuss strategies and issues regarding Save the Children health & nutrition programs.
• Carry out frequent field visits to programme areas (districts) to provide technical guidance to programme teams
• Supervise the procurement and supply of drugs and equipment necessary for programme implementation regularly
• Organise and facilitate health & nutrition programme review meetings and other experience sharing forums.
• Help in the identification of resource persons and consultants for workshops, trainings and evaluations
• Liaise with the provincial/district MOH, UN agencies and other international organizations in for coordination, linkage and information sharing
• Assist the Health & Nutrition Advisors during designing and planning of health & nutrition programmes.
• Work from “within” to provide technical leadership to the district/county health teams to ensure quality assurance of project deliverables and ensure value for money programming while remaining responsive to the needs of the beneficiaries
• Ensure all projects are complementary to each other and are contributing to SC overall goals
• Engage with the county health sector actors to strengthen the local health systems including leadership and governance, health financing and resources allocation, human resources management system, supplies and logistics system, health management information system and the quality of care
• Identify capacity-strengthening needs of partners, DHMTs, health workers and project staff and develop widely-accepted capacity building strategies and plans.
• Undertake Stakeholders’ coordination and representation while ensuring the involvement, participation and support of all stakeholders (including the beneficiaries) in project planning and implementation
• Provide on-going training and mentorship to project staff both within Save the Children and partner organizations
• Responsible for monitoring, evaluation and reporting of program activities in liaison with DHMTs, ALDEF, WASDA
• Liaise with Thematic Advisors to develop and implement monitoring and evaluation plans for projects.
• Comply with and promote all Save the Children global policies e.g. Child Safe Guarding, whistle blowing, fraud and other relevant policies

Qualifications and Experience
• Master’s degree in public health with experience in delivering primary health care in developing countries preferably with an INGO
• Minimum five years’ experience in delivering emergency health programmes with a focus on primary health care including reproductive health, through the whole project cycle (from needs assessment, planning, developing programmes, managing, M&E).
• Proven ability to manage a programme including management of human and material resources.
• Proven experience in staff & partner training/capacity building
• Experience of exercising financial responsibility and budget control.
• Ability to produce analytical and well-presented project reports and proposals.
• Strong organizational, interpersonal, and communication skills
• Fluency in written and spoken English and Swahili
• Understanding rights based approaches and participatory concepts and practical experience in similar context.
• Knowledge and understanding of SPHERE Standards and other principles of humanitarian work
• Experience in promoting and mainstreaming Child Rights Based programming in health & nutrition programme design, implementation and evaluation
• Experience in data management including data collection, data quality checks and analysis.
• Experience of living and travelling in remote and insecure place
• Sensitive to issues affecting children and committed to Save the Children’s Child Safe Guarding policy.
